There was an incident that I now of, I think from the book "The Power to save the world" where a barrel of nuclear toxic waste did fall from a ship while being transported. There was a massive operation and beaches were closed and all sorts of panic but the worst case radiation dose invisioned was the same as being in between two people in the the water, other toxins were just as minute but mass histeria had to be followed because it is what the people expected of the government and officials. This was something 20 or 30 years ago in Japan.
