One explanation - could be wrong. The buyers don't want it to go higher so they put a cap just above what looks like the auction price. I see it plenty of times with ********.
If someone doesn't want to see the SP drop they put a couple of big orders down a cent or two below current SP on the buy side. Opposite happens with the sell side. Cap it from going higher. JMO.
