No idea of the truth but my guess would be that nmdc have not transferred the required funds across to the LCY account and there's therefore a gaping hole in the finances. Suspect the cheque needs countersigning by multiple ministries and pen pushers in Hyderabad and they are as usual in no rush. Just a guess but anyone who has followed the nmdc saga in its entirety will understand where I'm coming from.
