If was "clear cut" then RIO would have been granted the EL ages ago.

The minister just wants to be a 100% sure that when he allows CAZ to retain the lease, which by the is legally CAZ's, there will be no come back from RIO.

Do you both understand what legal ownership means and just how difficult it is to strip someone of something which is legally theirs.

It basically means that if the minister grants the EL to RIO then the minister is placing himself above the law. So if he goes down that road his reasons better be more that all of the reasons put forward on this thread by RIO supporters thus far.
