"Except Phase one and two were being built at the same time."
Another misleading statement.
Phase one construction was first and phase two followed. Every piece of phase two was built after the corresponding part of phase one. Hence the learning opportunities. They were "being built at the same time" but phase one construction was always well ahead of phase two construction.
