You mention that the: "Indian Foreign Investment Promotion Board (FIPB) recently rejected an application by Austpac Resources NL to set up a pilot plant to process ilmenite, on the basis that production of synthetic rutile from a rare earth metal is not value addition."
I would suggest that part or all of the rejection was due to insufficient graft being proffered. Greasing palms, bribes et al are a way of life on the sub continent. If you have, or know anyone who has, tried to obtain approval, get licencing etc., etc., to set up a venture in India then you will know what I'm talking about.
