I mean:

If RIO forgets to mention some points within their 1st submission, then they can't add them it to their second submission.

Because that would require CSM to have a right to a 3rd submission. And if there is no right to a 3rd submission, then procedurally, the Minister can't consider new material attached to a 2nd submission.

And I'd guess ant such insertion of new material into the 2nd submission would be a stupid thing for either side to attempt.

So, is RIO's request for a 3rd submission, if true, the result of CAZ adding new material to its 2nd submission?

And will they all be made public after the decision?
