I guess its possible.  Is the water deep enough there for an operational test?

Maybe they are just practising sinking and attachment before doing it for real?

Maybe its something completely unconnected?

Sea conditions from late morning Friday through until at least Sunday look ideal for deployment according to http://www.bom.gov.au/australia/meteye/ with most of the period having combined swell and wave under 1m rising to up to 2m for a short while before subsiding again to below 1m.

Winds around midday Saturday also forecast to be pretty much calm rising to 10 - 15 knots southerly later in the afternoon and into Sunday.
