The 'growth' potential being its future ability to pay dividends.
The fact that the management is keen to pay its dividends makes it less likely it'll squander excess cash in the future, thus increasing the value of it's growth potential. Of course, this is offset by the reduced cash to make investments. Anyway, just IMHO.
