The shorter the time frame for remediation the better. NTC can mass produce 300k comms modules in a matter of a few months. The 3G modules have already been tested and certified by govt and conform to appropriated standard. Testing and certifying apparently can take a year. It simply a matter of plug in the 3G unit in the smart meter which doesn't require any skill and away you go.

They have already deployed 115k 3G comms units which are working well it's the WiMAX which is faulty. As they use a public network ie Telstra there is no real hard infrastructure ie back haul and towers that needs to be added.
All other competing technologies including wifi mesh and Plc would require additional infrastructure and extensive testing.
