I highly doubt that the bill will be passed tonight or even sometime this month. Looking at the similar bill for the last 2 years, it passed in the Senate on December 21, 2012 and December 19, 2013. Obama signed them off within 2 weeks. The 2014 bill was passed around twice from the House to the Senate, each making separate amendments from October - December 2013. A quick google of "National Defense Authorization Act for Fiscal Year 20xx" will show this.

Anyway, the bill has passed 53 years in a row. It'll be signed off sooner or later.
