You need rain to fill dams and rainwater tanks, 11 plus years of drought didn't fill rainwater tanks. It was tanker trucks that filled rainwater tanks.

How much do you think households should pay for a piece of infrastructure that has literally delivered nothing? $200? $150?

Data only goes back to 1940 but it has fluctuated between 100% and 30%. The same rain which has filled the dams would have filled rainwater tanks. Drought and flooding rains. No need for desal.
