Didn't realize there are some constraints on the buyback volume, but as you've said, if the sentiment and momentum turns around and accelerates, there won't be need for additional impetus.
Re short selling, I was advised recently by a broker who specialized in derivatives and shorts that you shouldn't place much reliance on the short stats. He says there is no real commitment to report the original short and even less to report when the shares have been repaid. Under such lax management, it's possible to develop stats that are unrepresentative of the true picture.
