I don't mean to be annoying but you can't have a forward record date for an SPP. Only registered shareholders a day before announcement of the plan can participate.
If you mean the forward date pricing mechanism, they could have conceivably priced at 16c (under the ASX rules) in the beginning with no flexibility, which might have been ok given its only to existing holders.
