Yes, I can't see how the complexity of a report should stop them from their legal obligations. For a some several hundred million dollar company, they have apparently compromised on showing some good management by hiring an accountant in advance of the deadline to produce their report. This is a continuance of a litany of bungles that the management is responsible for. This isn't a university assignment - there are repercussions for not lodging this document.
