Here's a novel idea; why don't they give some of their time space, so companies can try to sell their goods, and charge them for that space. Some of the other channels call this advertising, and the revenue from this advertising pays to run their stations. Maybe, they wouldn't have to rely upon handouts, although, they'd then have to supply a product to satisfy the broader community.
