I think we need to look at this from another angle. Perhaps the development of a very sophisticated body scanner that can accurately predict your use by date. If you happen to still be alive at this time, you'll be given an appointment to attend the "end of life facility" where you may choose various options ( lethal injection, firing squad, parachute jump without the chute etc) before being given a farewell party. All citizens on retirement would be require to attend a clinic for a scan. The results of the scan combined with a calculation re your ongoing worth to society would determine your date with destiny.

The beauty of this system is that those who have not cared for their health will probably be given a fairly short span thereby alleviating society the ongoing costs of caring for these gluttons.
