Regulatory issues aside to endeavor to deal with Russia in my opinion at this moment is a no-go. Russia alone has many negatives attached to it, any western nation trying to create business is pushing s**t up hill. In relation to Russia, The West has basic issues with the MH17 and Ukraine and a boat load of over issues , human rights etc. China, well there's another story. the country is a contradiction and i can imagine that getting western technology (which they crave) if they believed that would be beneficial to them would be no issue.
