I thought this part was very important.

This means that many new home builders could opt to for their own 'reliable' power supply and threaten the viability of the current[sorry] networks. They would no, doubt, insist on each property being connected as a condition of their maintaining the network but the best compromise might be for the owners to be offered attractive tarrifs to feed their battery power into the grid at peak hours.
That way they stay connected and it allows the old system time for transition, as it must, to compatability with the new future based on local renewable energy.
