I may have been the one who was interpreted as making that suggestion.
Global X and others make their SLX shares available for lending. Short sellers require that their shorts are covered and they do this by borrowing shares. The more shares they own, the more available for lending.
Whether Global X buy or sells SLX shares is probably just tweaking of the portfolio. They are an index fund, so they just want to track the U market, but with a little out performance.
