Maybe this has something to do with it... see excerpt from Wikipedia regards Brazil having topped the worlds aluminium can recycling rate for the last 8 years in a row at 98.2%.
Only a short trip across the border from Columbia to Brazil and I imagine anyone in the region has dealings with Brazil in one way or another being one of the main industrial centres for South America. Given the amount of Aluminium recycled there must be some secondary smelting happening there somewhere IMO?

Brazil recycles 98.2% of its aluminium can production, equivalent to 14.7 billion beverage cans per year,[12] ranking first in the world, more than Japan's 82.5% recovery rate. Brazil has topped the aluminium can recycling charts eight years in a row.[13]"
