I suppose the very thing that has driven oilers to Africa (supply/demand = oil price) can also drive them away to some degree. And I think you have just detailed why Africa is the LAST frontier. Everybody avoided the joint until they had nowhere else to go to find the supply and the high oil price made it somewhat palatable.
From what you say, it sounds like African governments were hard work at $120/barrel. I cant imagine how hard it would be at $60.
With some luck, maybe Senegal is different. Here's hoping anyway.
