Oakly my understanding is an FSPO is the JV's preference but the Senegal Gov't may have different thoughts on that as you suggested. If the Govt. , IMF or a private Company were prepared to fund it a pipeline might happen even more so if there was enough gas.
I don't know if it would take any longer than building or converting a FSPO and would be done in conjunction with appraisal / development and any injection wells being drilled and undersea facilities built.
