I don't understand your or your families issue . It is his house and land isn't it ?
No one is asking for your family members to pay rates , maintenance or anything else ?
Do u know if he has a will or if anyone has power of attorney on his behalf ?
Because your sisters kids live in it rent free when he has asked for it to be rented out could be an issue ?
If he is mentally capable and happy living the life he wants then surely the risk is the council could do a repo if the rates aren't paid but if your parents want to pay the rates then it is their risk in dead money surely ?
If he has a will leaving all his estate to the chick down the road and u don't know about it then u are doing maintenance and paying rates ultimately for her benefit .

acorn are u referring to adverse possession laws ? darn tricky stuff and each state is different I think ?
