IMO (which has zero value really) the police 'seemed' a little to convinced this would end 'without incident', the media hype around 'terrorism' and the American Police racism issue etc made the response all a bit 'blasé'. Under 'normal' circumstances, I feel the police would have stormed the building early or used snipers well before any shots by the terrorist were fired. It was all 'too late', two people are dead.
