The first response is always to negotiate.

Cops need to know certain things, like how many terrorists, how many hostages. Don't forget that the original info was that this bit of cow poo probably had a bomb with him. Rush him and he sets the bomb off and kills everyone. Imagine the criticism coming from arm chair experts then. Try and ascertain the terrorists motivation which may give you an insight into their mind set. And above all, try and resolve the situation without loss of life to the hostages.

Cops will always try and sit the terrorist/hostage taker out. He can't stay awake forever.

Not many people care too much about the terrorists welfare, but every effort is made to protect innocent people.
