Dividend is funded from the underwriting of shares not in the Dividend Reinvestment Program (DRP). Essentially, if you are not in the DRP your holding is being diluted as new shares are issued to the underwriter to pay the actual cash dividends.
I would see the dividend as mainly a distribution of franking credits.
