If by associated holders you mean SPII & I think a director of ARM, they can not vote IMO, taking the balance of the top20 and believing they all vote for the res's it won't take too many more of the small holders to kick it over the line.
As far as a going concern one would have to believe the forward company projections using the due diligence that has been done and what ASIC require of directors I am comfortable while awaiting the
B & W.
The closer this gets and at these levels my sentiment has changed, just forgot to do it on last post.
