Adding value involves creating polution thats why there is a bond for starters but SA govt will close down operations if Greens complain about polution which is very dirty and inevitable.
Dont close your eyes to the real polution issue when processing into a higher grade & therefore govt risk.
Also it will be too easy at first getting into stockpiles they already have and then the costs will increase to get to in ground material.
