Goofy it appears to be a minor variation on an established theme.
Pretty much the Duncan process; direct leach (no furnace) to a chloride solution then use a SX stage involving oxalates to separate off the Cerium/Thorium.
They seem to believe they can do it at a small fraction of the Duncan cost estimate, of course!
