Last time I looked, States and Territories are part of Australia.
If you are trying to distinguish between who has the right to implement taxes related to our resources, it is irrelevant to the point I have been making that the miners should pay the maximum commercially possible for our resources.
Who collects those taxes is a totally different issue.
Lets clarify, is your stance that you believe the miners shouldn't pay the maximum commercially possible?
