I concur (delayed comment). I have seen this once or twice before. An argument might be that the cap raising price reflects good value (in firm's opinion/estimates) and is fully underwritten (i.e. broker or individual underwriter has confidence there sp will rise). If underwriter is OK with the offer price then ICU gets its cash without discounting beyond the undervalued sp price. Just a guess.
