Are the former non-exec of SYR Michael Chester and the Michael Chester who was deemed to have engaged in corrupt conduct by making false and misleading statements to the Department of Primary Industries the same person?

ICAC handed it's verdict down on the investigation on 30 Aug 2013 (a Friday).
