I've worked for mining companies, and you need to remove overburden (dirt etc..) to access the ore. The stripping ratio refers to the percentage of overburden to ore, so to make a mining campaign more efficient, mine areas where the ore is more concentrated to save costs.
This discount on FMG's IO has got me beat. I keep seeing ranges from 7% to 23%!
I hope it's confirmed in tomorrow's report.
