I heard a very detailed interview with the Chief Whip (Ruddick) who made it very clear a number of times that there are no rules or conventions when it comes to the party dealing with spill motions. The leader chairs the meeting and it's his call on how it's conducted until such time as there is a spill confirmed and then the whip assumes the chair.
