The problem now is sovereign risk.
IMO the richness of the resource, now more generally realised despite the stalled adit, has raised the sovereign risk. How else can the lease issue be adequately explained?
IMHO forces inside PNG have aligned in an attempt to prevent IndoChine from succeeding, although this resistance is well disguised behind legal issues.
