just a cash injection : 500k guaranteed means ~ 0.3c per share and it it exactly how much stock went up today.
But it might change the stock price indeed considering that TAR was ~ 10 times more expensive for months... And why is ~$200m RSG getting interested in $1m TAR ? I wonder what does RSG know that we don't ...
