Money is a problem as evidenced by the month long suspension for a capital raising, and no they cannot sell ore to Glencore quickly enough to plug that gap, and it cannot supply that ore using a mining fleet. Mining fleets mine, not deliver ore.

Oceanwide just raised $1.9bn for two real eastate projects and to repay debt, and have reduced their shareholding in Minsheng Bank - doesn't sound like they are terribly flush with cash at the moment - and Minsheng itself is in a state of "unprecedented turmoil" as it "tries weathering a maelstrom".
