There is a tool to estimate this called the S curve.

The theory being that you expend (or try to) your man hours and budget according to the S curve, or as close to it as you can get. I have found it a useful tool in the past for drop dead projects when the only excuse you had for non-delivery was that you'd dropped dead!
If you are going to use it I would suggest a little caution with the results as I have seen precious little project management from APG.
