I would think the Board is looking at realising best value for the capital raising. Doing it before construction start may mean the price we get for any raising is reduced. I dont think it should be a race- clearly their primary consideration should be getting the best price possible.

Looking at this Cheniere price chart I have posted before from Fosters we know construction start is a big big inflection point for the share price.
