They are not only paying $700 M back, they are also paying the remaining due on the 2017 and 2018 notes.
Total debt raised $2.5B, total repaid is $2.1B and they are shifting/refinancing the larger $4.9B debt parcel. A reduction in interest costs should recoup most of the additional debt raised.
