I suspect the decision stands on a knife edge wether DMP environment division will accept the analysis of the samples or not and approve the permit. DER obviously are not happy and may explain the dely up to now. If not - back to the drawing board and another 6 months wait to sort it out and dare I say the sacking of their environmental consultants.
