I think you have a rather folksy idea on how clinical trials are conducted, particularly those which have to pass muster with the FDA. They will only consider trials that are scientifically rigorous. That involves using a CRO to ensure they are at arm's length, provision of the drug etc for free, and payment for the costs involved for patients to keep to the protocol. This costs money, and quite a lot. Without controlled data you will not get significant take up of the agent and it will certainly not be adequate to fund trial , or probably salaries for that
