Yes, but these guys cant spend money on buying back shares given the bleak outlook they face going forwards. Order books have dried up. Competition is intense for new work amongst 50 firms all doing the same thing - just trying to survive.
I don't think they would entertain a buyback as they would not be that interested in my opinion.
Maybe if the market ticks up a bit for them and they win some good contracts and spin off some cash then possibly.
They don't usually care as much about the share price as we do. They get directors fees, they win regardless of the share price in most cases.
