So, TNG have a V, Ti, Fe deposit that they're planning to mine. I was under the impression that they would sell refined materials to the likes of Gunvor & WOOJIN to market and distribute, (and value-add as the case may be).
This announcement seems to suggest that TNG are already forward integrating (emphasis on 'Joint Venture' with WOOJIN) into value-adding, and marketing.
Either they're planning to become a major playor in downstream value-adding and distribution, or they've been helped in structuring their deal to be an attractive aquisition for a company that already is.

I suppose I'm asking - it seems to me that the downstream processing being a Joint Venture is major news. Am I missing something?

MAJOR news. BIG signal for strategic intent. Watch the other agreements come now to build out the rest of the supply chain.
Part of the supply chain from TNG (the magnetite) just got integrated into a JV producing a higher value product. Woojin just secured long term supply.
