On first pass this strategy is only useful if IOP stays low for a considerable time. I think it is similar to hedging and as long as expenditure is controlled. However you don't want to get into the Sons of Gwalia scenario where you have locked in too much pre-sales and no room to offset other costs like labor/fuel etc.
