Any offer made to the existing share holders will be non-renounceable ( IMO) meaning you can take up part or all of your personal allocation, but you will not be able to sell it on to somebody else. Either you take it, or you give up the rights to it and somebody else can bid for your allocation. Its normal/common practice to be non renounceable.
