I suspect what Mullettech maybe alluding to is the fact that the FINAL decision will be handed down in April, and Zambia are now making noises about revoking their hairbrained 20% royalty notion on copper miners, since the DRC are now top dog in Africa for copper production, having overtaken Zambia last year. The new govt is very economically focused.
