How could you possibly conclude that the suspension is a precursor to administration?
The ann clearly states the reason is to conclude the ongoing negotiations and a potential CR.
Considering I was expecting the worse this morning, I take this as us still having a pulse and a positive indication that we will come through this eventually. The CR requirement is well known so if that is the only downside to start getting us back on track, I will take that any day.
