It is common practice for some tenders to hide behind a company structure which enables them to achieve some anonymity for whatever reason. It is a very popular modus operandi with large Chinese investors. Who knows what their final objective may be.
Are you suggesting that the successful bidders did not have to prove their bona vides. You must be kidding. But then this exciting project unfortunately seems to be fair game for some posters desperate to create any kind of negativity.
